FRANCE: Update of the classification of hazardous pesticide products further to new ATP (Adaptations to Technical Progress)

In accordance with CLP Regulation No. 1272/2008, any phytopharmaceutical product with an authorisation or a parallel trade permit must be classified by manufacturers. However, the classification of the product may change as a result of an updated classification of one of its constituents.

When the harmonised classification and labelling of hazardous substances is updated through an Adaptation to Technical Progress (ATP), the holder of  the authorisation or parallel trade permit must notify ANSES no later than 2 months before the application date of the regulation related to the new adaptation to technical progress of the CLP.

The products classified and labelled in accordance with the new ATP will be put on the market on the date of application of the aforementioned regulation. The end of sale and the end of use of the stocks of products will be set respectively on 6 months and 18 months following the application date of the regulation.

EUROPE: Combined template to be used for assessment reports and proposals for classification

A revised template to be used for Assessment Reports according to Regulation (EC) No 1107/2009 and Proposals for Harmonised Classification and Labelling according to Regulation (EC) No 1272/2008 has been published by the Commission (SANCO/12592/2012 rev. 1.2).

This revised template was agreed by the PAFF Standing Committee on 6 October 2017. It should be used for combined assessment and CLH reports prepared for active substances covered by Commission Regulation (EU) No 844/2012 setting out the provisions necessary for the implementation of the renewal procedure for active substances, as provided for in Regulation (EC) No 1107/2009 and for active substances for which an application for the approval has been submitted as from 6 October 2017.

CLP: Searchable list of harmonised entries in Annex VI now available!

ECHA has published an easy-to-search list containing the harmonised classification and labelling of hazardous substances (Table 3.1 of Annex VI to the Regulation (EC) No.1272/2008, called CLP regulation). All the information on the harmonised classification and labelling up until the Seventh Adaptation to Technical Progress (i.e. Commission Regulation (EU) No.2015/1221)  is now readily available in a single Excel file.

The harmonised classification and labelling of hazardous substances is updated through an “Adaptation to Technical Progress (ATP)” which is issued by the European Commission. Following the adoption of the opinion on the harmonised classification and labelling of a substance by the Committee for Risk Assessment (RAC), the European Commission takes a decision and publishes the updated list in an ATP.

This will be  a useful tool, keeping in mind that the official source for this information remains the Official Journal of the European Union.
