FRANCE: Conference on Herbicides – Regulatory Session

Lynxee consulting was attending the 23rd COLUMA Conference on Herbicides organised by AFPP (French Association on Plant Protection) from 06 to 08 December 2016 in Dijon (France).

Ecophyto II, Labbé’s law, laws for the future of agriculture, for the energetic transition and for biodiversity regrowth, placing on the market of PPPs, separation of professional and amateur ranges of products, biocontrol… the regulatory framework is changing fast.

Lynxee consulting presented in Introduction of the Regulatory Session the main French regulatory orientations and the impacts on the placing on the market and the use of products.

Lynxee consulting has also synthesised in a poster the key elements to better understand the current regulations and how it is concretely translated in France for herbicides for professionals but also for amateurs in terms of restriction of use, mode of application, packaging, labelling…

Amenity areas: French regulatory differences between professional and amateur products

Ecophyto II, laws for the future of agriculture,  and for the energetic transition and for biodiversity regrowth, placing on the market of PPPs, products used in amenity areas, separation of professional and amateur ranges of products, biocontrol… the regulatory framework is changing fast. How does it translate concretely in France for plant protection products for professional use but also for amateur use in terms of restriction of use, mode of application, packaging, labelling…?

Lynxee consulting has summarised in a poster the key elements to better understand the current regulations and their declination as two ranges of uses. The poster was presented during the 4th Conference on amenity uses and home & garden products organised by the French association for plant protection (AFPP) on 19-20 octobre 2016 in Toulouse.

EUROPE : CIR 2016 – 7 and 8 September 2016 (Nice)

FRANCE: plant protection products authorised in or near places with vulnerable people

In France, the use of plant protection products is banned in places quoted by Article L. 253-7-1 of the French Rural Code (in French), namely school playgrounds and spaces usually frequented  by pupils within schools, spaces usually frequented  by children within nurseries, nurseries and leisure centers, playgrounds intended for children in public parks and gardens. The use of plant protection products is also banned near these places and near hospital centers and hospitals, private establishments for health, nursing homes, rehabilitation centers, elderly centers and disability services center.

However, there are two exceptions: low-risk products and products for which the classification only contains some risk phrases.

The Authorities have just set the list of phrases (Order of 10 March 2016). All of them are related to hazard for the environment:

– R50, R51, R52, R53, R54, R55, R56, R57, R58, R59 (classification from Order of 9 November 2004) ;

– H400, H410, H411, H412, H413, EUH059 (classification from Regulation (EC) No.1272/2008).

EUROPE: ECCA-ECPA European Regulatory Conference – 9-10 March 2016

Lynxee consulting will participate to the European Regulatory Conference on Crop protection co-organised by ECCA and ECPA to be held on 9-10 March 2016 in Brussels. For this new edition, the interventions will be provided by representatives of Member States, EFSA, DG SANTE, Industry and others.

FRANCE: Conference on the regulation of PPPs – 8 March 2016

 

Lynxee consulting will participate to the French conference on the regulation of plant protection products organised by AFPP (French Association of Plant Protection) to be held on Tuesday 8 March 2016 in Paris. For this new edition, the interventions will be provided by representatives of the Ministry of Agriculture, Anses, AFPP and others.

This day is an opportunity to discuss on the recent regulatory changes: agricultural law, energy transition law, minor and orphan uses, individual certificates, biocontrol products … It will also enable Anses to present its new functioning and perspectives.
