{"id":1207,"date":"2015-11-02T15:12:30","date_gmt":"2015-11-02T15:12:30","guid":{"rendered":"https:\/\/lynxee.consulting\/en\/france-publication-du-plan-ecophyto-ii\/"},"modified":"2016-01-01T10:17:57","modified_gmt":"2016-01-01T10:17:57","slug":"france-publication-du-plan-ecophyto-ii","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/france-publication-du-plan-ecophyto-ii\/","title":{"rendered":"FRANCE: Publication of Ecophyto II Plan"},"content":{"rendered":"<p dir=\"ltr\">The new version of Ecophyto II Plan was presented by St\u00e9phane LE FOLL, Minister of Agriculture, Food and Forestry, and Government spokesman, on 26 October 2015.<\/p>\n<p dir=\"ltr\">The final version maintains the objective of quantitative reduction of the use of plant protection products in France (25% by 2020 and 50% by 2025) and the establishment of plant protection products saving Certificates (\u201cCertificats d\u2019Economie de Produits Phytopharmaceutiques (CEPP)\u201d), and plans the creation of a new monitoring \u00a0indicator to improve taking into account (health and environmental) effects following the use of plant protection products (PPPs).<\/p>\n<p dir=\"ltr\">The practical implications of this new plan will be presented at the opening of the Governance Advisory Committee (\u201cComit\u00e9 consultatif de gouvernance\u201d) of next 4 November.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/agriculture.gouv.fr\/sites\/minagri\/files\/151022_ecophyto.pdf\" target=\"_blank\">Ecophyto II Plan<\/a><\/p>\n<p>\u00a0<\/p>\n<p dir=\"ltr\"><strong>REMINDER:<\/strong><\/p>\n<p dir=\"ltr\">Launched in France in 2009, Ecophyto I Plan aimed to reduce by 50% the use of PPPs within a period of 10 years, if possible. It was within the framework of the EC Directive 2009\/128 on the sustainable use of PPPs and was to be reviewed every five years.<\/p>\n<p dir=\"ltr\">As such, the Prime Minister gave the Member of Parliament (\u201cd\u00e9put\u00e9\u201d) Dominique Potier a mission to make recommendations for a new version of Ecophyto Plan. The latter submitted its report on December 23, 2014 and Ecophyto II draft Plan was released for public consultation from 8 to 29 June 2015. The consultation received over 4700 contributions from citizens, farmers, agricultural organisations, agrochemical companies, associations for the protection of the environment and consumer advocacy, local authorities.<\/p>\n<p>\u00a0<\/p>\n<p dir=\"ltr\"><strong>FOCUS ON ECOPHYTO II PLAN:<\/strong><\/p>\n<p dir=\"ltr\">The new Ecophyto II Plan contains 30 actions built around 6 axes. Lynxee consulting synthesised for you below the most relevant actions for agrochemical companies:<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>1. \u00a0Plant protection products saving Certificates (\u201cCertificats d\u2019\u00e9conomie de produits phytopharmaceutiques = CEPP\u201d)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">The new plan recalls the establishment of CEPP under the French law for the future of Agriculture of 13 October 2014 and endorsed by the issuance of an Order on 8 October 2015 which organises its experiment.<\/p>\n<p dir=\"ltr\">Distributors (cooperatives and traders), referred to as &#8220;forced&#8221; (\u201coblig\u00e9s\u201d), will promote the establishment, on farms, of recognised actions to decrease the use, risks and impacts of PPPs.<\/p>\n<p dir=\"ltr\">Recognised actions should involve as many sectors as possible and be widely disseminated in an educational format. They may for example concern biocontrol products, varieties resistant or tolerant to pests as well as decision tools, advice or investment in hardware to significantly limit or avoid the use of PPPs and the establishment of efficient cropping systems.<\/p>\n<p dir=\"ltr\">If a distributor does not reach the requirements that will have been notified to him for the \u201cCEPP\u201d, he will be subject to a <span style=\"text-decoration: underline;\">penalty<\/span> at the end of experimental period.<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>2. Promoting biocontrol<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">Accompanying the applications for approval will be strengthened for innovative applications of biocontrol products. More generally, <span style=\"text-decoration: underline;\">support for investment<\/span> may be granted in order to promote the emergence of innovative French companies in this field.<\/p>\n<p dir=\"ltr\">The French authorities will ensure better consideration of biocontrol solutions within the framework of European regulation, including working on <span style=\"text-decoration: underline;\">guidance documents on micro-organisms, pheromones and biological products.<\/span><\/p>\n<p dir=\"ltr\">The development of biocontrol solutions will be accompanied for sectors using a lot of agrochemicals but also to help provide solutions for <span style=\"text-decoration: underline;\">orphan uses<\/span> and to identify biocontrol solutions, today few, <span style=\"text-decoration: underline;\">to control weeds<\/span>, including invasive species challenging agriculture, biodiversity and health.<\/p>\n<p dir=\"ltr\">The use of these solutions will be encouraged by its recognition as an action giving right to \u201cCEPP\u201d.<\/p>\n<p dir=\"ltr\">The <span style=\"text-decoration: underline;\">list of products<\/span> remaining usable after the deadlines of \u201cLabb\u00e9\u2019s Law&#8221; will be established before 1 January 2016, circulated widely and regularly updated.<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>3. The PPP monitoring system (\u201cphytopharmacovigilance = PPV\u201d)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">The analysis from the phytopharmacovigilance data may lead, if necessary, <span style=\"text-decoration: underline;\">to amend or withdraw the marketing authorisations for PPPs<\/span>, to propose specific management measures, or to change the guidance documents for the assessment of PPPs in compliance with European regulations. The PPP monitoring system, supported by ANSES, will benefit from a special financing system levied on the turnover of responsible for the placing on the market of PPPs.<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>4. The monitoring indicators of the use of PPPs<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">It will be proposed to the strategic steering committee to work for the <strong>establishment, before 31 December 2015, of a synthetic indicator<\/strong> proportional to the quantities of active substances in PPPs sold <span style=\"text-decoration: underline;\">weighted<\/span> by the conditions of use of these products or by their impact on health and the environment (including water and biodiversity). Toxicological values (impact assessed a priori on Human Health) and ecotoxicology (impact assessed a priori on the environment) will be directly usable and accessible to all.<\/p>\n<p dir=\"ltr\">This synthetic indicator will be the <span style=\"text-decoration: underline;\">unit of account of the \u201cCEPP\u201d<\/span> and will measure the achievement of the 25% and 50% reduction target of the use of PPPs and the risks and impacts associated with their use.<\/p>\n<p dir=\"ltr\">The monitoring will be complemented by other indicators, as and when they are finalised:<\/p>\n<p dir=\"ltr\"><strong>The NODU<\/strong> (\u201cNOmbre de Doses Unitaires\u201d = Number of Unit Doses) <strong>and QSA<\/strong> (\u201cQuantit\u00e9 de Substances Actives vendues\u201d = Quantity of active substances sold) will be broken down according to the modes of action of the product (herbicide, fungicide, insecticide, acaricide&#8230;) and their category (biocontrol, low risk, organic farming, CMR\/T products).<\/p>\n<p dir=\"ltr\"><strong>The IFT<\/strong> (Indicateur de Fr\u00e9quence de Traitement = treatment frequency index) will be maintained as a support tool for measuring and reducing the use of PPPs on the scale of the farm and territories. In continuation of ongoing work, the calculation of IFT &#8220;active substance&#8221; will be established and reference IFT will be extended to all sectors requiring this indicator.<\/p>\n<p dir=\"ltr\">The <strong>risk and impact indicators<\/strong> developed in Ecophyto I plan will be implemented to better measure the toxicity of the PPPs and their effects on health, biodiversity and air quality, and on dynamics of resistance development by pests and weeds, and development of harmful or invasive species. Indicators to characterise health and climate situation, changing cropping patterns and yields will be collected each year in order to contextualise the use of PPPs.<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>5. Approbation and withdrawal of active substances<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">The new plan reaffirms the commitment of France to strengthen restrictions on use and <span style=\"text-decoration: underline;\">remove as soon as possible products containing substances<\/span> that are known or strongly suspected to be dangerous to Human Health or biodiversity (including <span style=\"text-decoration: underline;\">CMR, endocrine disruptors<\/span>). In particular, France urges the extension process of the European moratorium on all <span style=\"text-decoration: underline;\">neonicotinoid<\/span> pesticides.<\/p>\n<p dir=\"ltr\">The Government also seised ANSES in April 2015 asking them to quickly review the work done by the IARC (International Agency for Research on Cancer). The aim is to ensure their inclusion in the on-going \u00a0European Assessment of <span style=\"text-decoration: underline;\">Glyphosate<\/span> and to allow the French Authorities to propose appropriate measures at the European level when reviewing the draft decision to renew the approval of the substance.<\/p>\n<p dir=\"ltr\">To this end, France will ensure that the changes in the <span style=\"text-decoration: underline;\">CLP classification<\/span> (classification, labelling and packaging) of active substances are taken into account without delay as part of the implementation of European regulations on the authorisation of PPPs.<\/p>\n<p dir=\"ltr\">Furthermore the procedures for marketing authorisations will be reviewed so that they incorporate <span style=\"text-decoration: underline;\">differentiated doses depending on the vegetative stage<\/span>.<\/p>\n<p dir=\"ltr\">\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>6. Withdrawal of PPPs in gardens, vegetated areas and infrastructures (\u201cjardins, espaces v\u00e9g\u00e9talis\u00e9s et infrastructures = JEVI\u201d)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">Several measures are set up to support changes prescribed by \u201cLabb\u00e9\u2019s Law&#8221;:<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\">List the biocontrol products (before 01.01.2016) and make it widely available,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Prohibit the sale, self-service (and the Internet) of PPPs for home gardeners,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Improve and communicate the good management of PPPs during the transition period,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Explore opportunities to make the training of users of PPPs qualifying, after verification of achievements, and develop continuous training for the use of alternative methods,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Promote the change of practices to reduce the use of PPPs through collective actions,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Promote efficient improvements and alternative methods for testing and improving the transfer of innovations to different users (from design to alternative management of spaces),<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Inform gardeners of 2019 deadline and its consequences,<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Coordinate organic practices monitoring of the \u201cJEVI\u201d territory.<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>7. IPM (Integrated Pest Management) standards declined at national, regional and sectors levels<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">Pursuant to Regulation (EC) No.1107\/2009 which mandates the application by farmers of principles of IPM, <span style=\"text-decoration: underline;\">IPM standards<\/span> will be developed in broad partnership, including the support of technical institutes.<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li dir=\"ltr\">\n<p dir=\"ltr\"><strong>8. Financing of Ecophyto II Plan<\/strong><\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">The financial resources dedicated to Ecophyto II Plan come from the <span style=\"text-decoration: underline;\">fee for diffuse pollution<\/span> (\u201credevance pour pollutions diffuses = RPD\u201d) <span style=\"text-decoration: underline;\">paid by users<\/span>, including farmers, in the purchase of certain PPPs.
