{"id":3266,"date":"2019-02-13T14:47:26","date_gmt":"2019-02-13T14:47:26","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=3266"},"modified":"2023-01-26T09:42:17","modified_gmt":"2023-01-26T09:42:17","slug":"france-anses-recommendations-to-strengthen-the-protection-of-bees-2","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/france-anses-recommendations-to-strengthen-the-protection-of-bees-2\/","title":{"rendered":"FRANCE \u2013 ANSES: recommendations to strengthen the protection of bees"},"content":{"rendered":"\r\n<p>As part of the French action plan on plant protection products (PPP) and on a less pesticide-dependent agriculture, ANSES was seized mid-2018 by the Ministries of Agriculture and Ecological Transition to make recommendations aimed at strengthening the regulatory framework for the protection of bees and other pollinating insects.<\/p>\r\n\r\n\r\n\r\n<p>ANSES was notably asked to review the requirements to obtain an exemption like a &#8220;Bee claim&#8221;, as defined by the French decree of 28 November 2003. As a reminder, this national measure supplements and strengthens the European legislation as regards the use of insecticides and acaricides. It bans the spray application of these PPP during flowering and\/or honeydew production periods, except in the case of a justified exemption and the attribution of a \u201cBee claim\u201d.<\/p>\r\n\r\n\r\n\r\n<p>After an analysis of all available data (in particular those coming from national monitoring networks), ANSES issued the following recommendations:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>Extend the ban<\/strong> of spraying insecticides and acaricides during flowering and\/or honeydew production periods: \u00a0\r\n<ul>\r\n<li>to <strong>all PPP sprayed<\/strong> during these periods,<\/li>\r\n<li>to <strong>all PPP containing systemic active substances<\/strong> and sprayed before flowering of the crop or used as seed treatments,<\/li>\r\n<li><strong>including, microbial-based PPP<\/strong>.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><strong>Require new types of studies<\/strong> to obtain the exemption &#8220;Bee claim&#8221; (including for products already authorised) or for the use of systemic active substances <em>via<\/em> spray application before flowering of the crop or <em>via<\/em> seed treatments:\r\n<ul>\r\n<li>Honeybees (<em>A. mellifera<\/em>)\r\n<ul>\r\n<li>Larval toxicity test following repeated exposure (OECD GD 239),<\/li>\r\n<li>Study of effects other than brood development following a chronic exposure (laboratory test on adult bees, 20-30 days exposure) &#8211; after validation of the test,<\/li>\r\n<li>Study of long-term effects following an acute exposure (hypopharyngeal gland development) &#8211; after validation of the test, and<\/li>\r\n<li>Study of behavioral effects (homing capacity of forager bees) &#8211; after validation of the test &#8211; in the case of insecticides targeting the central nervous system.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li>Bumblebees (<em>B. terrestris<\/em>)\r\n<ul>\r\n<li>Acute oral and contact toxicity tests, and<\/li>\r\n<li>Toxicity tests under more realistic conditions (<em>e.g.<\/em> tunnel) &#8211; after validation of the tests<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>ANSES also reiterates its previous recommendations made to protect bees in the context of the French decree of 28 November 2003 (<a href=\"https:\/\/www.anses.fr\/fr\/system\/files\/PHYTO2013sa0234.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (s\u2019ouvre dans un nouvel onglet)\">2013-SA-0234<\/a> &#8211; in French): irrespective of the crop concerned, <strong>PPP<\/strong> with an exemption &#8220;Bee claim&#8221; <strong>should only be applied after sunset and within the next three hours<\/strong>, with measures to ensure operator safety.<\/p>\r\n\r\n\r\n\r\n<p>Finally, while the &#8220;new&#8221; EFSA Guidance on Bees (<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2013.3295\">EFSA Jo<\/a><a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2013.3295\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"u (s\u2019ouvre dans un nouvel onglet)\">u<\/a><a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2013.3295\">rnal 2013;11(7):3295<\/a>) has still not been implemented at EU level, ANSES will start an <strong>update of the risk assessment approach for bees and other pollinators<\/strong>.
