{"id":3759,"date":"2019-11-05T09:04:54","date_gmt":"2019-11-05T09:04:54","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=3759"},"modified":"2023-01-26T09:20:54","modified_gmt":"2023-01-26T09:20:54","slug":"france-anses-recommendations-for-the-risk-assessment-for-bees-and-other-pollinators","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/france-anses-recommendations-for-the-risk-assessment-for-bees-and-other-pollinators\/","title":{"rendered":"FRANCE \u2013 Anses: Recommendations for the Risk Assessment for Bees and Other Pollinators"},"content":{"rendered":"<p style=\"text-align: justify\">In 2018, the Ministries of Agriculture and Ecological Transition asked Anses to make recommendations aimed at strengthening the regulatory framework for the protection of bees and other pollinators in France. Following this request and the first issued recommendations (Referral No. <a href=\"https:\/\/www.anses.fr\/fr\/system\/files\/PHYTO2018SA0147.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2018-SA-0147<\/a> \u2013 <em>in French<\/em>), Anses began working on <b>an update of the risk assessment procedure for bees and other pollinators <\/b>in the context of Plant Protection Products authorisations (PPPs). On 28 October 2019, Anses published the conclusions of this work and its recommendations (Referral No. <a href=\"https:\/\/www.anses.fr\/fr\/system\/files\/PHYTO2019SA0097.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2019-SA-0097<\/a> \u2013 <em>in French<\/em>).<\/p>\n<p style=\"text-align: justify\">Anses recommends <b>replacing the current bee risk assessment scheme<\/b> (based on <a href=\"https:\/\/ec.europa.eu\/food\/sites\/food\/files\/plant\/docs\/pesticides_ppp_app-proc_guide_ecotox_terrestrial.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">SANCO\/10329, 2002<\/a> and <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/epdf\/10.1111\/j.1365-2338.2010.02419.x\" target=\"_blank\" rel=\"noopener noreferrer\">EPPO, 2010<\/a>), <b>by an approach based on the current version of the EFSA Bee guidance document<\/b> (version of 4 July 2014, <a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2013.3295\" target=\"_blank\" rel=\"noopener noreferrer\">EFSA Journal 2013;11(7):3295<\/a>), pending an harmonised approach is validated at European level. It is noted that the EFSA guidance document (2013) has not been adopted at EU level and is currently under revision by EFSA subsequent to a mandate from the European Commission (see our previous articles on this topic).<\/p>\n<p style=\"text-align: justify\">Anses recommendations concerning the new risk assessment scheme for bees and other pollinators are detailed below.<\/p>\n<h4>Effect assessment<\/h4>\n<p style=\"text-align: justify\">Studies conducted with PPPs are recommended regardless of the type of PPP and regardless of the number of active substances they contain. Studies on honey bees and bumble bees are currently recommended.<\/p>\n<h6><span style=\"text-decoration: underline\">Recommended laboratory toxicity studies<\/span><\/h6>\n<p><a href=\"https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-3762\" src=\"https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-1030x654.png\" alt=\"\" width=\"553\" height=\"351\" srcset=\"https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-1030x654.png 1030w, https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-300x190.png 300w, https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-768x488.png 768w, https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-1500x952.png 1500w, https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-705x448.png 705w, https:\/\/lynxee.consulting\/wp-content\/uploads\/2019\/11\/tab_etudes_ab_EN-450x286.png 450w\" sizes=\"auto, (max-width:767px) 480px, 553px\" \/><\/a><\/p>\n<p style=\"padding-left: 40px;text-align: justify\">* on 14 June 2019<\/p>\n<p style=\"padding-left: 40px;text-align: justify\">** Study required for all PPPs as soon as a chronic exposure to PPP cannot be excluded for any of the EFSA exposure scenario.<\/p>\n<h6><span style=\"text-decoration: underline\">Recommended semi-field (tunnel) and field studies<\/span><\/h6>\n<p style=\"padding-left: 40px\"><em>Honey bees<\/em><\/p>\n<p style=\"text-align: justify\">When an acceptable risk cannot be demonstrated with laboratory studies, the recommended higher tier studies are those referred to in the European Commission documents in relation to Regulations (EU) No. <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02013R0283-20141117&amp;qid=1573552390239&amp;from=EN\" target=\"_blank\" rel=\"noopener noreferrer\">283\/2013<\/a> and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02013R0284-20150917&amp;qid=1573552239412&amp;from=EN\" target=\"_blank\" rel=\"noopener noreferrer\">284\/2013<\/a>:<\/p>\n<ul>\n<li style=\"text-align: justify\">Oomen method (<a href=\"https:\/\/doi.org\/10.1111\/j.1365-2338.1992.tb00546.x\" target=\"_blank\" rel=\"noopener noreferrer\">Oomen <em>et al.<\/em>, 1992<\/a>), for assessing sublethal effects of active substances and PPPs;<\/li>\n<li style=\"text-align: justify\">OECD method No. 75 (<a href=\"https:\/\/read.oecd-ilibrary.org\/environment\/guidance-document-on-the-honey-bee-apis-mellifera-l-brood-test-under-semi-field-conditions_9789264085510-en#page1\" target=\"_blank\" rel=\"noopener noreferrer\">ENV\/JM\/MONO(2007)22<\/a>), for assessing sublethal effects of PPPs.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Anses also refers to recommendations for tunnel and field studies from the <a href=\"https:\/\/pp1.eppo.int\/standards\/PP1-170-4\" target=\"_blank\" rel=\"noopener noreferrer\">EPPO Standard PP1\/170 (4)<\/a> (EPPO, 2010).<\/p>\n<p style=\"text-align: justify\">Tunnel and field studies are assessed in light of the protection goal for bees: it must be demonstrated that <em>\u201cunder\u00a0 field conditions\u00a0 there are no unacceptable\u00a0 effects on honeybee larvae,\u00a0 honeybee behaviour, or colony\u00a0 survival and development after use\u00a0 of the plant protection product in accordance\u00a0 with the proposed conditions of use\u201d<\/em> (<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02011R0546-20180524&amp;qid=1573553433078&amp;from=FR\" target=\"_blank\" rel=\"noopener noreferrer\">Reg. (EU) No. 546\/2011<\/a>).<\/p>\n<p style=\"padding-left: 40px\"><em>Other pollinators<\/em><\/p>\n<p style=\"text-align: justify\">Given the lack of validated standard protocol, no particular test is recommended by Anses. Anses however indicates that the studies should allow the assessment of an expected effect on the colony survival and on the colony ability to produce new fertile individuals that will perpetuate the cycle the following year.<\/p>\n<h4>Considered routes of exposure and risk assessments<\/h4>\n<p style=\"text-align: justify\">With some exceptions, Anses recommends that exposure assessments be based on the EFSA Guidance Document (2013) for sprayed PPPs or for PPPs used for granular application or for seed treatment.<\/p>\n<h6><span style=\"text-decoration: underline\">Initial risk assessments<\/span><\/h6>\n<p style=\"text-align: justify\">For honey bees, it is noted that the scenario of oral exposure <em>via<\/em> guttation water is currently not recommended by Anses because the EFSA\u2019s assessment method is deemed to be affected by too important uncertainties. In addition, guttation water is not regarded as a major exposure route. Exposure <em>via<\/em> guttation water may be considered once the methodology has been updated by EFSA.<\/p>\n<p>A risk assessment for effects on the hypopharyngeal glands or for cumulative effects is also not recommended at this time due to the lack of validated experimental protocols available.<\/p>\n<p style=\"text-align: justify\">For bumble bees, only the acute risk for adults is considered. No further evaluation is recommended at this time due to the lack of validated experimental protocols available.<\/p>\n<p style=\"text-align: justify\">Regarding solitary bees, no assessment is recommended at this time due to the lack of validated experimental protocols available.<\/p>\n<p style=\"text-align: justify\">Risk quotients (&#8220;HQ&#8221;, &#8220;ETR&#8221;) should be compared to the threshold values as defined in the revision <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/initiative\/11836\/publication\/5539302\/attachment\/090166e5c4db8b58_el\" target=\"_blank\" rel=\"noopener noreferrer\">SANTE\/10094\/2015<\/a> (in the course of adoption) of the Regulation (EU) No. 546\/2011. This revision will update the threshold values for the honey bee acute risk assessments on the basis of the threshold values defined in the current EFSA guidance document (2013). It is noted that document SANTE\/10094\/2015 does not mention threshold values for the honey bee chronic and larvae risk assessments, and for the bumble bee acute risk assessments. Nevertheless, in the absence of established threshold values, Anses recommends the use of the threshold values defined in EFSA (2013).<\/p>\n<h6><span style=\"text-decoration: underline\">Refined risk assessments<\/span><\/h6>\n<p style=\"text-align: justify\">When an acceptable risk cannot be demonstrated with laboratory studies, several options may be proposed:<\/p>\n<ul>\n<li style=\"text-align: justify\">Mitigation measures for problematic scenario (<em>i.e.<\/em> different variants of the SPe 8 phrase and mitigation measures as reported in EFSA guidance document (2013)).<\/li>\n<li style=\"text-align: justify\">Specific studies supporting the non relevance of certain exposure scenario or studies allowing to refine default exposure levels (residue studies conducted in pollen\/nectar, residue dissipation studies, determination of the nectar sugar content of crops, <em>etc.<\/em>).<\/li>\n<li style=\"text-align: justify\">Higher tier studies (<em>e.g.<\/em> tunnel or field studies, studies assessing the ability of foragers to return to the hive).<\/li>\n<\/ul>\n<h6><span style=\"text-decoration: underline\">Assessments for microorganism-based PPPs<\/span><\/h6>\n<p style=\"text-align: justify\">For microorganism-based PPPs, the same methodology as for chemical-based PPPs is recommended. Adaptations of available experimental protocols are however recommended to justify the lack of pathogenicity\/infectivity of microorganisms.<\/p>\n<h4>Perspective of the recommended risk assessment scheme<\/h4>\n<p style=\"text-align: justify\">Anses indicates that the recommendations are made on the basis of the current version of the EFSA guidance document (2013) and on the basis of validated experimental guidelines currently available.
