{"id":5926,"date":"2022-12-23T08:34:42","date_gmt":"2022-12-23T08:34:42","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=5926"},"modified":"2023-01-26T14:23:40","modified_gmt":"2023-01-26T14:23:40","slug":"europe-com-proposal-for-the-revision-of-the-clp-regulation","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/europe-com-proposal-for-the-revision-of-the-clp-regulation\/","title":{"rendered":"EUROPE &#8211; COM : Proposal for the revision of the CLP Regulation"},"content":{"rendered":"<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The Commission has proposed a revision of <\/span><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/?uri=celex%3A32008R1272\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Regulation 1272\/2008<\/span><\/a><span style=\"font-weight: 400\"> on <\/span><b>classification<\/b><span style=\"font-weight: 400\">,<\/span><b> labelling<\/b><span style=\"font-weight: 400\"> and <\/span><b>packaging <\/b><span style=\"font-weight: 400\">of chemicals (CLP) and has introduced new hazard classes for <\/span><b>endocrine disruptors (EDs)<\/b><span style=\"font-weight: 400\"> and <\/span><b>other harmful chemical substances <\/b><span style=\"font-weight: 400\">on the basis of a <\/span><a href=\"https:\/\/environment.ec.europa.eu\/publications\/clp-delegated-act_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">delegated act<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The revised regulation provides for :<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">specific rules for<\/span><b> refillable chemical products<\/b><span style=\"font-weight: 400\">, so consumers buy and use chemical products (eg. home care chemicals) sold in bulk in a safe way ;<\/span><\/li>\n<li style=\"font-weight: 400\"><b>communication of chemical hazards, including online<\/b><span style=\"font-weight: 400\">, through simpler and clarified labelling and advertising requirements. Among those, the proposal sets up a minimal font size for labels of chemicals ;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">possibility for the <\/span><b>Commission to develop classification proposals <\/b><span style=\"font-weight: 400\">for potentially hazardous substances, a prerogative previously reserved for Member States and industry ; and<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul style=\"text-align: justify\">\n<li><span style=\"font-weight: 400\">better and faster processes for all actors to inform on hazards of chemicals placed in the EU market.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The Commission proposal amending the CLP Regulation will now be subject to the approval of the European Parliament and Council as part of the ordinary legislative procedure.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The new hazard classes (some of which are already covered by other EU regulations, such as REACH and Plant Protection and Biocidal Products Regulations) concern endocrine disruptors, as well as substances and products that do not break down in the environment and can accumulate in living organisms, or risk entering and spreading across the water cycle, including drinking water. Thus, these new hazard classes are :<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Endocrine disruptors (<\/span><b>ED<\/b><span style=\"font-weight: 400\">s) for human health or the environment, category 1 or 2 ;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><b>PBT<\/b><span style=\"font-weight: 400\"> (Persistent, Bioaccumulative and Toxic) and<\/span><b> vPvB<\/b><span style=\"font-weight: 400\"> (very Persistent and very Bioaccumulative) ;\u00a0 and<\/span><\/li>\n<li style=\"font-weight: 400\"><b>PMT<\/b><span style=\"font-weight: 400\"> (Persistent, Mobile and Toxic) and <\/span><b>vPvM<\/b><span style=\"font-weight: 400\"> (Very Persistent and Very Mobile)<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The delegated act defines the specific criteria determining the classification of a substance under these new hazard classes.
