{"id":6951,"date":"2023-11-29T09:36:07","date_gmt":"2023-11-29T09:36:07","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=6951"},"modified":"2023-12-05T09:40:57","modified_gmt":"2023-12-05T09:40:57","slug":"europe-efsa-guidance-on-the-assessment-of-pesticide-residues-in-rotational-crops","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/europe-efsa-guidance-on-the-assessment-of-pesticide-residues-in-rotational-crops\/","title":{"rendered":"EUROPE &#8211; EFSA : Guidance on the assessment of pesticide residues in rotational crops"},"content":{"rendered":"<p style=\"text-align: justify\"><span style=\"font-weight: 400\">EFSA published on 29 November 2023 a <\/span><b>guidance on the assessment of pesticide residues in rotational crops<\/b><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">This document aims to provide further guidance on the consumer risk assessment process in line with the EU legal requirements (section 6.6 of <\/span><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32013R0283\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Regulation (EU) No 283\/2013<\/span><\/a><span style=\"font-weight: 400\">)<\/span><span style=\"font-weight: 400\">, the Guidance Document <\/span><a href=\"https:\/\/food.ec.europa.eu\/system\/files\/2016-10\/pesticides_mrl_guidelines_app-c.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Appendix C &#8211; 7524\/VI\/95 rev.2<\/span><\/a><span style=\"font-weight: 400\"> (Testing of plant protection products in rotational crops), the OECD Test Guidelines (<\/span><a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/9789264061859-en.pdf?expires=1701415996&amp;id=id&amp;accname=guest&amp;checksum=CA41839AEC71F4B3A2792503355A19B0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">OECD 502<\/span><\/a><span style=\"font-weight: 400\"> &#8211; Metabolism in Rotational Crops and <\/span><a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/9789264013384-en.pdf?expires=1701416026&amp;id=id&amp;accname=guest&amp;checksum=D8AC88C2F66A9F1361E0225B5EFB4F17\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">OECD 504<\/span><\/a><span style=\"font-weight: 400\"> &#8211; Residues in Rotational Crops (Limited Field Studies)) and the OECD Guidance Document <\/span><a href=\"https:\/\/read.oecd.org\/10.1787\/99457f3f-en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ENV\/JM\/MONO(2018)9<\/span><\/a><span style=\"font-weight: 400\"> (Guidance document on residues in rotational crops). Most of the provisions of the Appendix C have been replaced by more detailed provisions in OECD Documents. But those aspects of Appendix C that are not covered by these documents, and that are still relevant for EU assessments, are also reported in this EFSA guidance.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In this guidance, EFSA presents flow charts, practical examples or technical advice to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">describe the <\/span><b>circumstances requiring studies investigating the nature and magnitude of residues in rotational crops<\/b><span style=\"font-weight: 400\">,<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">provide details on the <\/span><b>design of rotational crop studies<\/b><span style=\"font-weight: 400\"> (metabolism studies in rotational crops, rotational crops field studies),<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Provide guidance on the <\/span><b>interpretation of the studies in view of performing the consumer risk assessments<\/b><span style=\"font-weight: 400\"> and options on<\/span><b> risk mitigation measures<\/b><span style=\"font-weight: 400\">, including options for<\/span><b> setting MRLs <\/b><span style=\"font-weight: 400\">and<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">derive <\/span><b>recommendations for the development of tools<\/b><span style=\"font-weight: 400\"> necessary to perform the assessment consistent with OECD and the recommendations derived in this guidance document.\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">On this last point, the guidance has introduced new tools such as the Excel based calculator<\/span><b> PRonTo<\/b><span style=\"font-weight: 400\"> (Pesticide Rotational Crop Assessment Tool). It has been developed to 1) facilitate the <\/span><b>calculation of the effective application rate per treatment<\/b><span style=\"font-weight: 400\"> based on the application rate per treatment and the BBCH growth stage of the crop at the time of treatment (Module 1), 2) to facilitate <\/span><b>conversion between the application rate and the concentration of the substance tested according to the depth in the soil<\/b><span style=\"font-weight: 400\"> (Module 2), 3) <\/span><b>derive the accumulation factor<\/b><span style=\"font-weight: 400\"> for persistent active substances and whose dissipation follows first-order kinetics (Module 3.1), 4) to <\/span><b>calculate the accumulated application rate<\/b><span style=\"font-weight: 400\"> of active substances following first-order kinetics (Module 3.2), 5) to help <\/span><b>convert the soil predicted environmental concentration (PECsoil) between 5 cm and 20 cm<\/b><span style=\"font-weight: 400\"> depth (Module 4.1) and 6) to help <\/span><b>convert the peak accumulated PECsoil <\/b><span style=\"font-weight: 400\">calculated with the last application<\/span><b> over 5 cm<\/b><span style=\"font-weight: 400\"> depth to that calculated with the last application <\/span><b>over 20 cm<\/b><span style=\"font-weight: 400\"> depth (Module 4.2) .\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">It is noted that this EFSA guidance will be further updated, integrating the experience gained and the options that will be offered by the<\/span><b> PERSAM tool <\/b><span style=\"font-weight: 400\">(models developed for the assessment of the fate and behaviour in the environment and for assessment of ecotoxicological effects on soil organisms). The latter shall be adapted to address the specific needs for the assessment of residues in rotational crops, in particular a more realistic estimation of the soil concentration for metabolites.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Furthermore, EFSA presents a qualitative evaluation of the influence of uncertainties on the rotational crop residue assessment. The aim is to enable risk assessors to identify options for more refined assessment and to reduce overall uncertainties by reflecting more realistic field conditions.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">According to EFSA, the general approach described in the guidance is conservative for risk assessment and the MRL setting.
