{"id":8531,"date":"2025-09-12T15:35:48","date_gmt":"2025-09-12T15:35:48","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=8531"},"modified":"2025-09-19T15:42:14","modified_gmt":"2025-09-19T15:42:14","slug":"europe-com-public-consultation-on-the-amendment-of-data-requirements-and-uniform-principles-for-active-substances-and-ppps","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/europe-com-public-consultation-on-the-amendment-of-data-requirements-and-uniform-principles-for-active-substances-and-ppps\/","title":{"rendered":"EUROPE \u2013 COM: Public Consultation on the Amendment of Data Requirements and Uniform Principles for active substances and PPPs"},"content":{"rendered":"<p style=\"text-align: justify;\">The European Commission has launched a <b>public consultation<\/b> for the amendment of the regulations setting out the <b>data requirements for active substance<\/b> (AS) (<i>i.e.<\/i> regulation (EU) 283\/2013) <b>and plant protection products<\/b> (PPP) (<i>i.e.<\/i> regulation (EU) 284\/2013), and the<b> uniform principles<\/b> for the evaluation of PPP (<i>i.e.<\/i> regulation (EU) 546\/2011). The objective is to reflect evolutions in methodologies for conducting regulatory studies and risk assessments, and in particular:<\/p>\n<p style=\"text-align: justify;\">The data requirements for the toxicology and ecotoxicology sections have been modified to (<i>i<\/i>) include details related to the methodology of EFSA to assess <b>endocrine disruptor <\/b>properties (<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2018.5311\" target=\"_blank\" rel=\"noopener\">EFSA Journal 2018;16(6):5311<\/a>) and (<i>ii<\/i>) reinforce the objective to avoid and reduce standard testings with vertebrate animals (<i>e.g. <\/i>a fish embryo acute toxicity test has been provided for as an alternative to the standard fish acute toxicity test).<\/p>\n<p style=\"text-align: justify;\">Additionally, the possibility to use a <b>benchmark dose (BMD) approach<\/b>, in connection with the recent EFSA guidance on the use of this approach in risk assessment (<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2022.7584\" target=\"_blank\" rel=\"noopener\">EFSA Journal 2022;20(10):7584<\/a>), and a specific section on <b>developmental neurotoxicity<\/b> have been introduced in the toxicology section.<\/p>\n<p style=\"text-align: justify;\">Amendments on data requirements and uniform principles have been performed to reflect the new protection goal agreed for honeybee colonies and the recently revised EFSA guidance on bees (<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2023.7989\" target=\"_blank\" rel=\"noopener\">EFSA Journal 2023;21(5):7989<\/a>). Data requirements for <b>bumblebees and solitary bees<\/b> have now been explicitly provided for in addition to those for honeybees.<\/p>\n<p style=\"text-align: justify;\">Additionally, new paragraphs related to the recent EFSA guidance on the <b>impact of water treatment processes<\/b> on residues in drinking water (<a href=\"https:\/\/efsa.onlinelibrary.wiley.com\/doi\/epdf\/10.2903\/j.efsa.2023.8194\" target=\"_blank\" rel=\"noopener\">EFSA Journal 2023;21(8):8194<\/a>) have been included.<\/p>\n<p><b>\u00a0<\/b><\/p>\n<p style=\"text-align: justify;\">Besides, amended paragraphs are also proposed to clarify and provide examples when a (scientific) justification can be provided to waive part of the AS and\/or PPP data requirements or when Applicants can propose alternative approaches.
