{"id":8566,"date":"2025-10-06T07:00:06","date_gmt":"2025-10-06T07:00:06","guid":{"rendered":"https:\/\/lynxee.consulting\/?p=8566"},"modified":"2025-10-13T07:02:36","modified_gmt":"2025-10-13T07:02:36","slug":"europe-efsa-public-consultation-on-the-draft-protocol-for-the-evaluation-of-emergency-authorisations-of-insecticides-and-acaricides-under-article-53","status":"publish","type":"post","link":"https:\/\/lynxee.consulting\/en\/europe-efsa-public-consultation-on-the-draft-protocol-for-the-evaluation-of-emergency-authorisations-of-insecticides-and-acaricides-under-article-53\/","title":{"rendered":"EUROPE &#8211; EFSA: Public Consultation on the draft protocol for the evaluation of emergency authorisations of insecticides and acaricides under Article 53"},"content":{"rendered":"<p><span style=\"font-weight: 400\">EFSA has launched a<\/span><b> public consultation up to 24 October 2025<\/b><span style=\"font-weight: 400\"> on a <\/span><b>draft protocol for the evaluation of emergency authorisations of insecticides and acaricides submitted under Article 53<\/b><span style=\"font-weight: 400\"> of Regulation (CE) 1107\/2009.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">As a reminder, Article 53 allows Member States to respond to an emergency situation by authorising, by way of derogation and for a maximum of 120 days, the placing on the market of PPPs when there is no other available and suitable means of controlling a plant health hazard.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">This protocol aims to :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;text-align: justify\"><b>Standardise\u00a0 <\/b><span style=\"font-weight: 400\">\u00a0emergency authorisation assessment <\/span><b>practices<\/b><span style=\"font-weight: 400\"> in Member States;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Ensure that these <\/span><b>authorisations remain exceptional and justified<\/b><span style=\"font-weight: 400\">;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><b>Promote the transition to regular authorisation<\/b><span style=\"font-weight: 400\"> pathways;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><b>Improve transparency and efficiency <\/b><span style=\"font-weight: 400\">of the decision-making process.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The protocol for the evaluation of emergency authorisations is based on a series of flowcharts, enabling the authorities to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Identify <\/span><b>the phytosanitary threat<\/b><span style=\"font-weight: 400\"> justifying the application;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Assess the <\/span><b>hazard profile of the active substance <\/b><span style=\"font-weight: 400\">and <\/span><b>the risk associated with the pest<\/b><span style=\"font-weight: 400\">;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Examine the <\/span><b>suitability of the proposed product <\/b><span style=\"font-weight: 400\">for the application;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Determine the availability and suitability of <\/span><b>alternative solutions<\/b><span style=\"font-weight: 400\">, chemical or otherwise;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Verify the possibility of <\/span><b>transitioning <\/b><span style=\"font-weight: 400\">from emergency <\/span><b>to regular authorisation<\/b><span style=\"font-weight: 400\">;<\/span><\/li>\n<li style=\"font-weight: 400;text-align: justify\"><span style=\"font-weight: 400\">Define precise <\/span><b>conditions of use<\/b><span style=\"font-weight: 400\"> (duration, areas, methods) for the product.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Furthermore, in the event of repeated authorisations, applicants must submit an action plan with a time frame indicating the steps to find long-term solutions.<\/span><\/p>\n<p style=\"text-align: justify\"><b>Assessment grids are used to \u2018rate\u2019 alternative methods<\/b><span style=\"font-weight: 400\"> in terms of effectiveness, the time required to achieve this effectiveness, associated prerequisites, and feasibility, with examples. The combination of these four ratings determines whether an alternative method is eligible for controlling the identified phytosanitary threat.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In order to support Member States, work has begun compiling an<\/span><b> inventory of alternative control methods<\/b><span style=\"font-weight: 400\"> covering the pests most frequently encountered in emergency authorisations within the EU.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">In addition to the draft protocol, which is open for comments during the public consultation phase, EFSA has also provided three emergency authorization test cases, accompanied by literature research on available alternative
