EUROPE: Update on Guidance Document on the operator, worker, resident and bystander exposures

Guidance Document SANTE-10832-2015 rev. 1.7 of 24 January 2017 is an update of the first version of May 2015.

Some issues are clarified such as the use of an AAOEL (Acute Acceptable Operator Exposure Level for acute risk assessment) and the use of the model for operator, bystander and resident risk assessments.

In order to improve harmonisation, rev. 1.7 of this GD will apply to applications for the approval or renewal of approval of active substances and to the applications to authorise or renew authorisations for plant protection products submitted from the 1st March 2017 as follows:

Where necessary, an AAOEL should be proposed during the EU peer-review taking into account the Annex to this Commission guidance document.

FRANCE: 2017 update of the list of spray drift reduction equipment

The French list of spray drift reduction equipments which allow the reduction of the width of unsprayed buffer zones from water bodies was updated by DGAL/SDQSPV/2017-122 note, published on 17 February 2017. This note repeals the previous Note DGAL/SDQSPV/2016-902 of 01 December 2016 (see our previous article).

This note aims at updating the list of spraying equipments characterised by a minimum efficacy of 66% for drift reduction. New equipments (complete boom sprayer) were added for vineyards, orchards and low crops.

FRANCE: Public consultation on a draft Decree on neonicotinoids

A draft Decree is on public consultation from 14/02 to 15/03/2017. A list of 7 Neonicotinoid active substances that will be banned from 1st September 2018 is given: Acetamiprid, Clothianidin, Dinotefuran*, Imidacloprid, Nitenpyram*, Thiacloprid and Thiamethoxam.

Neonicotinoids ban was set by the law for biodiversity regrowth. Exemptions may be granted until 1 July 2020 by joint Order of the Ministers in charge of Agriculture, Environment and Health. The Order will be based on an assessment covering the impacts on the environment, in particular on pollinators, on public health and on agriculture. The assessment  will be made public.

As announced during the presentation of Anses work programme for 2017, the evaluation by Anses of the benefits and risks linked to the uses of authorised plant protection products containing neonicotinoids compared to the uses of available substitution products and alternative strategies has already started. A total of more than 3500 uses will be assessed. First results will be available in 2017.
