EUROPE – COM: Updated overview of AIR4 and AIR5 applications

The overview of the applications for renewal of approval under article 14 of Regulation (EC) No 1107/2009  for the active substances of the AIR4 and AIR5 programmes have just been updated by DG SANTE.

These new versions dated October 2020 replace the previous revisions dated September 2020.

FRANCE – ANSES: Revision of the scientific and technical report on air quality monitoring

ANSES published in June 2020 the first interpretation of the national survey results of pesticides substances in outdoor air (Campagne Nationale Exploratoire des Pesticides, CNEP) (see our previous article). 32 priory substances had been identified for further review for possible inclusion into a national pesticide monitoring plan in air.

A revision of this report has just been published in October 2020. Some precisions have been included and in particular the addition of hazard scores for carcinogenic, reprotoxic and endocrine disruptor effects and those leading to the inclusion of the substances in the list of the 32 substances of interest.

FRANCE: Updated list of substances concerned by the Tax on Diffuse Pollution for public consultation

The Tax on Diffuse Pollution was set by the law for water and aquatic environments No. 2006-1772. This tax aims at decreasing the contamination of  aquatic environments by hazardous substances contained by plant protection products.

The list of substances concerned by the Tax on Diffuse Pollution is set by the Order of 22th Novembre 2010 and is updated every year in order to consider the evolution of substance classification.

The draft order updating the list of substances for 2021 has been published for public consultation from 28 October to 18 November 2020.

In comparison to the list of 2020, the status of 7 substances is updated, 2 substances are withdrawn from the list because they were not approved and never marketed in France, and 3 substances are added to the list.

FRANCE – ANSES: Covid-19 – Revision of temporary procedures for submitting dossiers

Following the application of the new lockdown period due to a resurgence of the COVID-19 outbreak, the note concerning the procedures for submitting dossiers has been updated and applies from 30 October 2020 and at least until 01 December 2020 or up to the end of the lockdown in France.

Thus, the four submission procedures previously communicated (see our previous article), are still possible. Please note that for both cases of dossiers submitted on a secure platform (“Mes Echanges” or others), all the elements of the dossier can be submitted in a single compressed file (.zip, .7z, .rar, …).

EUROPE: Implementation of a new release of IUCLID

IUCLID is an IT tool hosted by the European Chemicals Agency (ECHA) in collaboration with OECD to manage scientific data (register, store, submit and exchange) on chemical substances in a regulatory context (OECD Harmonised Templates format). It has been recently updated in order to be used in the pesticide regulatory framework for the notification and submission of active substance dossiers from 27 March 2021.

The following updates are available in the new version of the IUCLID 6.5 format:

    • The latest OECD harmonised templates (OHT);
    • A revised Classification and Labelling format to be compliant with the latest updates of the CLP regulation (latest ATPs) and of the Globally Harmonized System (GHS);
    • Revised formats for the notification of substance of very high concern (SCIP database) and to European Poison Centres (PCN);
    • An evolution to the first official version for pesticide dossiers submissions.

FRANCE – ANSES: Glyphosate – Publication of decisions and results of the comparative assessment

Following the renewal of the approval of the active substance glyphosate, ANSES issued on 30 September 2020 decisions on 6 applications of renewal and 3 new applications for marketing authorisation for plant protection products. Three renewal applications and one new application for authorisation were refused due to a potential risk of adverse effects on human health due to the possible formation of the relevant impurity N-nitrosoglyphosate during the storage of the product.

 

In parallel, ANSES has also published on 09 October 2020 the results of its comparative assessment carried out under Article 50.2 of the European Regulation (EC) 1107/2009. Thus, the practical or economic drawbacks of currently available non-chemical alternatives have been identified for the 4 main areas of agricultural uses: fruit trees, viticulture, arable crops and forestry. ANSES based the assessment on different sources of information among them three reports issued by INRAE (INRAE’s report on fruit trees, INRAE’s report on  viticulture and INRAE’s report on arable crops) and data provided by ONF (“Office National des Forêts” / National Forestry Office) and CNPF (“Centre National de la Propriété Forestière” / National Center for forest ownership).

The conclusions are the following:

Restriction of rates Maximum 900 g of glyphosate per year and per hectare and application limited to 40% of the plot area = 60% reduction of the maximum rate currently authorised Maximum 450 g of glyphosate per year and per hectare and application limited to 20% of the plot area = 80% reduction of the maximum rate currently authorised Maximum 1080 g of glyphosate per year and per hectare = 60% reduction of the maximum rate currently authorised /

As for the non-crop uses of glyphosate, they cannot be fully substituted by non-chemical alternatives. Reducing the use of glyphosate in these different situations cannot therefore be addressed by a restriction laid down in the marketing authorisations, but needs to be considered as part of a change in weed-control practices.

These restrictions will now be taken into account and will apply to each product placed on the market and within 6 months for products which were renewed.
