On 19 March 2025, the European Commission published an update of the information note SANTE/10704/2021 – rev.1 on Article 20 of Regulation (EC) No 396/2005 as regards processing factors, processed and composite food and feed. The previous version was the initial version of February 2022.
This evolving note mainly focuses on processing factors (Pf) and processed food and feed and the aim is to provide guidance to Member States (MS) (including Official Control Laboratories) on how to implement Article 20 provisions of Regulation (EC) 396/2005 in a harmonised way, ultimately leading to a situation by which processing factors established by one MS could be mutually accepted by other MS.
It provides information on the general principles for implementation by MS in their enforcement activities, including the calculation of processing factors and derived MRLs applicable to processed products, and the application of processing factors to MRLs. It also details the use of the processing factors in enforcement practice and gives calculation examples of derived MRLs.
The revision of the note aimed to update the table which provides examples of derived MRLs using processing factors and illustrates the final decision on compliance or non-compliance in the context of official controls.
