The Commission has proposed a revision of Regulation 1272/2008 on classification, labelling and packaging of chemicals (CLP) and has introduced new hazard classes for endocrine disruptors (EDs) and other harmful chemical substances on the basis of a delegated act.
The revised regulation provides for :

- specific rules for refillable chemical products, so consumers buy and use chemical products (eg. home care chemicals) sold in bulk in a safe way ;
- communication of chemical hazards, including online, through simpler and clarified labelling and advertising requirements. Among those, the proposal sets up a minimal font size for labels of chemicals ;
- possibility for the Commission to develop classification proposals for potentially hazardous substances, a prerogative previously reserved for Member States and industry ; and
- better and faster processes for all actors to inform on hazards of chemicals placed in the EU market.
The Commission proposal amending the CLP Regulation will now be subject to the approval of the European Parliament and Council as part of the ordinary legislative procedure.
The new hazard classes (some of which are already covered by other EU regulations, such as REACH and Plant Protection and Biocidal Products Regulations) concern endocrine disruptors, as well as substances and products that do not break down in the environment and can accumulate in living organisms, or risk entering and spreading across the water cycle, including drinking water. Thus, these new hazard classes are :
- Endocrine disruptors (EDs) for human health or the environment, category 1 or 2 ;
- PBT (Persistent, Bioaccumulative and Toxic) and vPvB (very Persistent and very Bioaccumulative) ; and
- PMT (Persistent, Mobile and Toxic) and vPvM (Very Persistent and Very Mobile)
The delegated act defines the specific criteria determining the classification of a substance under these new hazard classes. The corresponding new hazard statements (H-phrases and EUH-phrases) are also created, and the thresholds for the classification of mixtures containing classified substances are specified.
This delegated act is expected to enter into force early 2023, after scrutiny by the European Parliament and Council.
The EU will chair a new United Nations informal working group to develop global criteria for the newly adopted hazard classes.
