
FRANCE – ANSES: Update of the Note on National Data and Risk Assessment Requirements for Honey Bees and Other Pollinating Insects
16 February 2026Anses released a new version (Revision 4) of its document giving advice to applicants in the framework of Regulation (EC) No. 1107/2009 for the evaluation of plant protection products (PPPs) and adjuvants. The previous version was from 2022.
Several sections are concerned by the updates:
- Toxicology: for applications submitted from 01/01/2023 onwards, a reference to the EFSA guidance (2022) has been added.
- Environment:
- For groundwater PEC calculation, the Jokioinen scenario is no longer required;
- For surface water PEC calculation, it is specified that Step 4 calculations with the VFSMOD (Vegetative Filter Strip Modeling System) option are not accepted;
- References to FOCUS guidance documents for groundwater and surface water have been added.
- Ecotoxicology: the document now refers to the recently updated Anses note on data requirements and risk assessment for bees and other pollinating insects (version 2, 13/02/2026; in French; cf. our post below).
Regarding adjuvants, the reference to the former note to applicants (AFSSA, UGAMM INF 06-0; in French) has been removed. It now states that the requirements for PPPs also apply to adjuvants, and that any waiving to provide data must be scientifically justified.
For efficacy data, applicants must follow the EPPO PP1/291(1) method, which can be supplemented with the CEB methods MG08 et DT22 (in French).
Finally, this document recalls that if France is the Rapporteur Member State, then any application for first authorisation or major use extension for a PPP or an adjuvant must be notified at least 6 months before submission, in accordance with the procedure described in the guidance document SANCO/13169 (2010, rev. 11).
